SERVICE PLEDGE
Strengthen the public understanding on Social and Livelihood needs of the Elderly Papayanos through an open and free opportunity for all constituents of the municipality especially for Senior Citizens.
Provide an avenue to Senior Citizens to attend assemblies and meetings that will enable them to voice out their views as experienced citizens of the society.
To support and help the Senior Citizens in times of hardship and recognizing their importance as one of the sectors of the society.
DUTIES AND FUNCTIONS:

To plan, implement and monitor yearly work program in pursuance of the objectives of Republic Act 9257;

To draw up a list of available and required services which can provided by the senior citizens;

To maintain and regularly update on a monthly basis the list of senior citizens and to issue nationally uniform individual identification card and purchase booklet, free of charge, which shall be valid anywhere in the country.

To serve as a general information and liaison centre to serve the needs of the senior citizens;

To monitor compliance of the provision of Republic Act 9257 particularly the granting of special discounts and privileges to senior citizens;

To report to the Mayor, establishments found violating any provisions of Republic Act 9257;

To assist senior citizens in filing complaints or charges against any person, natural or juridical; establishment, institution, or agency refusing to comply with the privileges under the Republic Act 9257 before the Department of Justice or the provincial, city or municipal trial courts;

To act or coordinate with concerned individual, establishment, institution or agency in investigating fraudulent practices and abuses of the discount and privileges exclusively granted to senior citizens; and
-
To establish linkages and work together with accredited NGOs, POs, and the barangays in their respective areas.*
SERVICES
The primary service OSCA renders to the public is the issuance of Uniform Senior Citizens Identification (ID) Cards to legitimate senior citizens of the municipality.

REQUIREMENTS FOR AVAILING OF THESE SERVICES
To be eligible for a Senior Citizen’s ID Card, an applicant must be:
- a Filipino citizen, at least 60 years old, and
- a resident in the municipality for at least 6 months
- An applicant must also submit the following:
- Application Form (available at the OSCA office) duly accomplished,
- A recent 1″ x 1″ ID photograph, and a photocopy of any of the following documents:
- PSA or Local Copy of Birth Certificate
- Voter’s ID (Comelec)
- Driver’s License
- Police Clearance
- Passport
- Postal ID
- Residence Certificate from Barangay Chairman
Any combination of identification documents confirming the applicants name, date of birth and present address.
• When applying for replacement of a lost Senior Citizen’s ID Card, an applicant must:
Submit One (1) copy of a Police Report and Two (2) pieces 1x1 ID Picture
REQUIREMENTS FOR NEW APPLICANTS OF SENIOR CITIZENS ID IN THE MUNICIPALITY OF GENERAL TINIO
All Papayano senior citizens applying for registration for the first time and for issuance of the new senior citizens’ ID must submit the following:
1. Duly accomplished application form issued by the Office of the Senior Citizens Affairs (OSCA)
2. PSA or Local Copy of Birth certificate or any public document indicating the applicant’s age and Filipino citizenship
3. Valid ID as proof of residency and /or two (2) proofs of billing or mails under his/her name and such other documents as maybe required by OSCA
4. For first time applicants, it is advised that they apply personally at the OSCA for verification purposes.
REQUIREMENTS FOR REPLACEMENT OF LOST SENIOR CITIZEN ID
All senior citizens applying for replacement of their lost old or new IDs must submit the following:
- Affidavit of Loss or a Police Report (2 copies)
- Duly accomplished application form issued by OSCA
PROCESSING AND RELEASE OF ID
The new senior citizen ID may be readily available upon registration with OSCA or at most five (5) working days from the time of application for first time registration or after the application for replacement is filed. All matters concerning the elderly and senior citizens of the municipality is handled by the OSCA Office.

• **Republic Act No. 7277 **– Magna Carta for Persons with Disability; • Republic Act No. 10070 – Persons with Disability Affairs Office Act; • Republic Act No. 9442 – Amending RA 7277 “Other Privileges and Incentives”; • Republic Act No. 10754 – An Act expanding the benefits and privileges of PWD; • Republic Act No. 10366, 2012 – For COMELEC to establish accessible polling places exclusively for PWD and Senior Citizens; • Republic Act No. 10524, 2012 – An Act expanding the positions reserved for PWD;

Provide an avenue to PWD to attend assemblies and meetings that will enable them to develop their skills and abilities as a legitimate workforce of the society as well.
To support and help he PWDs in times of hardship and recognizing the importance of the lives of PWD being one of the vital parts of the society.
**REGISTRATION AND ISSUANCE OF PWD ID **
The** PWD Registration and Issuance of PWD ID** are intended to the persons with disabilities who are certified residents of the municipality. Pursuant to Republic Act No. 9442 as amendment to Republic Act 7277, otherwise known as the Magna carta for person with disability.
REQUIREMENTS
FOR NON-APPARENT DISABILITY Latest Medical Certificate from Qualified Doctor **CERTIFYING the DISABILITY, **
FOR APPARENT DISABILITY WHOLE BODY PICTURE focusing on the disability
A. Any Government Issued ID / Barangay Clearance or Indigency (with municipality Address) B. 1 Pc. 2 X 2 ID Picture C. Signature (use clear black ink) or Thumbmark D. Authorization Letter (in the absence of the PWD Applicant) E. Fully-accomplished PWD ID application form
FOR RENEWAL:
For Apparent /Permanent Disability Surrender Old PWD ID and new 2×2 picture and PWD ID application form
For Apparent /Temporary (Curable) Disability Surrender Old PWD ID, Updated Medical Certificate and new 2×2 picture
For Non-apparent Disability Surrender Old PWD ID, Medical Certificate and new 2×2 picture
NOTE:
•Certificate of Transfer requirement is only needed in case of Transfer to Another Barangay in the municipality; Expired PWD ID should be presented. • Attached the above-mentioned requirements.
FOR LOST: Unexpired PWD ID: secure a NOTARIZED AFFIDAVIT OF LOSS or POLICE REPORT
Expired PWD ID: secure a NOTARIZED AFFIDAVIT OF LOSS and attached the above-mentioned requirements.
NOTE: For those who are transferring from other LGU to Municipality of General Tinio, a CERTIFICATE OF CANCELLATION (from previous LGU) is NEEDED.

SPECIFIED BENEFICIARIES
The National Council on Disability Affairs (NCDA) Resolution No. 1 S/2016 has asked certifying Physicians to indicate the disability resulting from a chronic illness but subject to the category of the types of disability enumerated in the following:
• Communication Disability • Disability due to Chronic Illness • Learning Disability • Intellectual Disability • Orthopedic Disability • Mental/Psychosocial Disability • Visual Disability
BENEFITS
According to RA 10745 or the Act Expanding the Benefits and Privileges of the Persons with Disability, benefits granted for the PWD’s are the following:
- PWD’s shall be entitled to grant of 20% discount and VAT exemption on the purchases of certain goods and services from different establishments for their use such as: a.) Lodging Establishments b.) Restaurants c.) Recreational Centers d.) Purchase of Medicines and Food for Special Medical Purposes e.) Medical and Dental Services, Diagnostic and Laboratory Fees and Professional Fees of Attending Doctors f.) Domestic Air and Sea travel g.) Land transportation travel h.) Funeral and Burial Services for the death of the PWD’s
