MUNICIPAL ENVIORNMENT AND NATURAL RESOURCES OFFICE

MANDATE:

Develop plans, strategies on Environment and Natural Resources; Ensure sustainability in the Implementation Solid Waste Management Plan (SWMP) of municipality.

*To implement the environment laws, policies and programs especially on Solid Waste Management.

Greener environment; sanitary disposal and storage of solid waste; controlled pollution; high Level of awareness and participation of Papayano’s including business sector.

FUNCTIONAL STATEMENT:

  • Formulate measures for the consideration of the Sanggunian and provide technical assistance and support to mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to environment and natural resources services.

  • Develop plans and strategies and upon approval thereof by the mayor and implement the same particularly those which have to do with the environment and natural resources programs and projects which the mayor is empowered to implement and which the Sanggunian is empowered to provide;

  • Be in the frontline of the delivery of services concerning environment and natural resources;

  • Recommend to the Sanggunian and advise the mayor, as the case maybe, on all matters relative to protection, conservation maximum utilization, application of appropriate technology and other matters related to environment and natural resources.

ENVIRONMENT AND NATURAL RESOURCES SECTION

  • Establish, maintain, protect and preserve communal forests, watersheds and other forest projects.

  • Manage and maintain seed banks and produce seedlings for forest and tree parks;

  • Provide extension services to beneficiaries of forest development and projects and render assistance for natural resources-related conservation and utilization activities consistent with ecological balance.

  • Supervise and conduct operations necessary to maintain and protect forest.

  • Survey lands on qualified applicants for tenurial holders and Monitor forest and forestland activities.

  • Enforce forestry laws, rule and regulations together with other concerned agencies.

  • Prevention of forest fire, illegal cutting and kaingin.

  • Apprehension of violators of forest laws, rules and regulations.

  • Confiscation of illegally extracted forest products on site.

  • Imposition of appropriate penalties for illegal logging, smuggling of natural resources products and of endangered species of flora and fauna, slash and burn farming and other unlawful activities.

  • Intensify Information and Education Campaign.

  • Provide extension services to beneficiaries of forest developments projects and render assistance for natural resources related conservation and utilization activities.

  • Be in the frontline of the delivery of services concerning environment and natural resources.

SOLID WASTE MANAGEMENT SECTION

  • Be in the frontline of the delivery of services concerning Solid Waste Management Program.

  • Enforce environmental laws, rules and regulations together with the concerned agencies.

  • Intensify Information and Education Campaign on Solid Waste Management.

  • Provide technical assistance to target groups and other requesting concerned agencies.

  • Coordinate with government agencies and NGO’s in the implementation of measures to prevent and control land, air and water pollution with assistance of the DENR.

  • Implementation of solid waste disposal and other environmental management system and services related to general hygiene.

  • Maintain safe and efficient operation of solid waste collection.

  • Monitor all barangays on the implementation of Solid Waste Management Program.

  • Supervise the full operation of the Sanitary Landfill

  • Maintains safe and secure environment.

ADMINISTRATIVE AND RECORD SECTION

  • Provide technical support services for the efficient functioning of the office.

  • Keep incoming and outgoing communications

  • Prepares communication, AIP, APP, Work and Financial Plan, GAD Plan, Project Proposal and Accomplishment Reports

  • Take and keep minutes of office/board meetings

  • Maintains personnel records and prepares a variety of personnel documents

  • Entertain and assist client for or in behalf of the office

  • Takes inventories and prepares requisition for supplies.
