FUNCTION : Social Services Sector

MANDATE:

A policy is definite course of action selected from alternatives and in light of given conditions to guide and determine present and future decision.it must be based on and developed in consideration of the MSWDO’s Vision, Mission, Goal and objectives, as follows:

Child Development Services /Day Care Service:

Child Development Service/Day care Service is a program being implemented at the barangays by virtue of Republic Act 10410 otherwise known as the Early Years Act 2013 was established by the government to help the less fortunate families of our society, especially the working mothers. Likewise, to lay down good behavior and educational foundation to children with ages 3 to 4 yrs. old who cannot afford to enroll in the private pre-school.

Securing Senior Citizen and PWD Identification Card and purchase Booklets:

To ensure that Senior Citizens and Persons with Disabilities (PWD’s) will enjoy the benefits and Privileges provided for Republic Act 9994 and 0442 that all LGU’s enjoins the facilitation in the issuance of identification Cards and Purchase Booklets to Senior Citizens and PWD’s in their respective jurisdiction.

OBJECTIVES:

  • Care, protect and rehabilitate socially disabled constituents and the physically and mentally handicapped for effective social functioning.

  • Arrest the further deterioration of the socially disabling or dehumanizing conditions of the disadvantaged segment of the community level.

  • Coordinate the service facilities required from such department/agencies, governmental and non-governmental to provide an integrated welfare package to constituents on the basis of their needs; and

  • Advocate for policies and measures addressing social welfare concerns.

FUNCTIONAL STATEMENT:

  • To assure the well being of individuals, families and communities and the liberation of the poor from deprivation.

  • Provision of interventions/opportunities that will uplift the living conditions of the distressed and disadvantaged individuals, families, group of communities and enable them to become self-reliant and actively participate in community development.

  • Formulate measures for the approval of the sanggunian and provide technical assistance and support to the mayor in carrying measures to ensure the delivery of basic services and provision of adequate facilities relative to social welfare and development services as provided under Section 17 of the LGC 1991;

  • Development plans and strategies and upon approval thereof by the mayor, implement the same particularly those which have to do with social welfare programs and projects which the mayor empowered to implement and which the sanggunian is empowered to provide for under the LGC of 1991;

*In addition to the foregoing duties, the social welfare and development officer shall:

  • Identify the basic needs of the needy, disadvantage and the impoverish and develop and implement appropriate measures to alleviate their problems and improve their living conditions.

  • Be in the frontline of service delivery, particularly those which have to do with immediate relief during and assistance in the aftermath of manmade and natural disasters and natural calamities;

  • Assist the mayor in implementing the barangay level program for the total development protection of children up to four years of age.

  • Provide relief and appropriate crisis prevention for victims of abuse and exploitation and recommend appropriate measures to deter further abuse and exploitation.

  • Initiate and support youth welfare programs that will enhance the role of the youth in nation-building, Coordinate with GA’s and NGOs which have for their purpose the promotion and protection of all needy, disadvantaged, underprivileged or impoverished groups or individuals, particularly those identified to be vulnerable and high-risk to exploitation, abuse and neglect;

  • Facilitate the implementation of welfare programs for the disabled, elderly, end victims of drug addiction, the rehabilitation of prisoners and parolees, the prevention of juvenile delinquency and such other activities that would eliminate or minimize the ill-effects of poverty.

  • Advise the LCE and recommend to the sanggunian and on all matters related to social welfare and development services which will improve the livelihood and living conditions of the inhabitants;

  • Exercise such other powers and perform such other duties and functions as maybe prescribed by law or ordinance.
