FUNCTION : General Public Service

FUNCTIONAL STATEMENT

The Municipal Planning and Development Office has functions of formulating integrated economic, social, physical and other development plans and policies for considerations of Municipal Development Council.

Conduct surveys/studies/researches on physical characteristics and socio-economic conditions, problems and development potentials of the municipality as a basis for formulation of plans, programs and projects of the local government.

OBJECTIVES

  • To enhance the development of the municipality by implementing its infrastructure projects and programs, creating other job opportunity, formulating tax enhancement measures to raise local tax revenues and other that will boost the economic conditions of the municipality.

  • To prepare comprehensive plans and other development planning documents;

  • To provide technical assistance and services to other offices relative to physical and socio-economic development planning;

  • To monitor and evaluate the implementation of the different development programs, projects and activities in the city;

  • To promote the citizen participation through development planning at the barangay level;

  • To integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;

  • To accept applications for zoning clearance and issue such clearance upon satisfactory compliance with existing laws, rules and regulations;

  • To notify owners of buildings and other similar structures for violation of the zoning ordinance and recommend measures to rectify such violations;

  • To recommend changes in the zoning ordinance which may arise from time to time; and

  • To conduct continuing studies, researches, and relevant training necessary to evolve plans and programs for implementation.

STEPS IN SECURING LOCATIONAL CLEARANCE (LC) Step 1 - Applicant files ZA Form No. 1 at MPDO Step 2 - MPDO processes/ Evaluates application (Documents complete? if Yes, proceed to Step 3 , if No, Submits needed requirements) Step 3 - MPDO issues Order of Payment Step 4 - Applicant pays to the Cashier Step 5 - Submit Photocopy of OR to MPDO Step 6 - MPDO prepares Clearance/ Certification

REQUIREMENTS FOR LOCATIONAL CLEARANCE (2 SETS)

  1. Notarized Application Form (ZA Form No. 1)
  2. Proof of Ownership (Any of the Following) 2.1 Land Title (TCT) registered in the name of applicant 2.2 TCT (Previous Owner) & Notarized Deed of Sale 2.3 TCT and Notarized Lease Agreement, If Lessee
  3. Tax Declaration and Current Tax Receipt
  4. Barangay Clearance
  5. Project Cost/Bill of Materials
  6. Specifications
  7. Building Plans
  8. Special Power of Attorney, if applicable
  9. Secretary's Certificate, if applicable
  10. ECC/CNC, if aplicable

ADDITIONAL REQUIREMENTS FOR MANUFACTURING BUILDING

  1. Cost and specifications of Machineries
  2. ECC/CNC issued by DENR

ADDITIONAL REQUIREMENTS FOR INSTALLATION OF CELLSITE

  1. Certifified Photocopy of NTC Provisional Authority 2. Certificate of Public Convenience and Necessity
  2. Height Clearance form Air Transportation Office (ATO)
  3. Radiation Protection Evaluation Report form DOH 5. Barangay Council Resolution
  4. Homeowners Association's Board Resolution if location is within subdivision
  5. Neighborhood Consent

ADDITIONAL REQUIREMENTS FOR FUNERAL ESTABLISMENT

  1. ECC/CNC issued by DENR
  2. Site Clearance from Municipal Helath Office
  3. Barangay Council Resolution
  4. Neighborhood Consent

ADDITIONAL REQUIREMENTS FOR ESTABLISHMENT OF POULTRY/PIGGERY/DUMPSITE

  1. ECC/CNC from DENR/EMB
  2. DAR Conversion/Exemption, if applicable
  3. Site Clearance form Municipal Helath Office
  4. Barangay Council Resolution
  5. Neighborhood Consent
